I don't believe that TI offers a low power off line converter with an internal MOSFET to achieve 30W. The UCC28740 and UCC28742 controllers can achieve 30W quite easily with an external MOSFET.
The following link will get you to a reference design for 45W using the UCC28740 controller.
The UCC28740 has an internal high voltage startup circuit that turns off once the UCC28740 is up and running. However, if you wish to reduce the cost of the design. You can use the UCC28742 that does not have the internal startup circuitry and requires a trickle charge resistors to startup the system. The following link will get you to the data sheet.
