Hi Hirokazu,
VIN(ON) is Vin voltage which let the IC on
VIN(OFF) is Vin voltage which which let the IC off
IHYS=internal bias current 10uA
VEN is enable voltage which is larger than 1.2V

VIN(OFF):27V
VEN:1.5V
Ruv1 = (29-27)/10uA = 200kΩ
Ruv2 = Ruv1 - {1.5/(29-1.5)}=200kΩ
Is it correct calculation?
