Hi,
I am guessing that you are referring to the 64-pin version of the chip (UCD3138RGC).
I this case, pin #29 will be pulled low if the chip is not powered.
This is due to ESD protection diode becoming forward biased.
Please note that if you want to use a PMBus_Alert pin, the pin #27 is a better candidate and will stay high resistance even if the device is not powered.
