1. If the LDO_out port has no load, can I remove the decoupling capacitor of the LDO_IN port? For example, LDO6~LDO9
2. Can I short the F22 pin and the F23 pin directly?

Yes, The first quetion is for TPS659039, the IC part number we use is O9039A385IZWSRQ1
LDO6-8 is just an example. LDOVRTC, LDOVANA, and LDO9 are all available channels for both 38 and 39.
We don't need these LDO channels, I want to know if I can remove the decoupling capacitor on the channel pin and then turn off the LDO channel with software.

Hello,
LDORTC and LDOVANA must be populated for the device to function correctly. For the other LDOs you may leaving the output pins floating when not in use. Feel free to refer to the Design Checklist found here. This will contain information about what is needed for each pin when connected or not connected.
Can you clarify which pins you are referring to? Pin F22 and F23 do not exist for this device. I have included the pin layout below from the datasheet.
