BQ25504: the output is 0

My OV=3.1V, UV=2.2V. I use a DC power supply as the input connected to the Vin,  a super cap (5.5v 1F) connected to the Vbat, and a resistance (220Ω) connected to the Vstor.

When i  turn on the power supply, it seems work, but the voltage isn't boosted.   

I want to turn off the supply to simulate the solar cell at night when the super cap is around 3V. Once i turn off the supply, the Vstor voltage falls down to zero immediately. I don't know why. Is there somewhere wrong?  And below is my Circuit diagram.CJMCU-25504.pdf

    Is the 220 ohm resistance on VSTOR to simulate your system load? It seems that resistor is consuming the power and keeping the device in cold start mode. Would it be possible for you to remove or program the system load to be connected when the VBAT_OK signal goes HIGH?

    When you turn off VIN_DC what voltage does VBAT fall to when VSTOR goes to 0V? If VBAT falls to 2.2V and VSTOR goes to 0V, then the device is working properly.
