BQ24171: We see the STAT pin will cycle up and down at a 1 sec - 0.5 sec rate if the NTC thermistor is not connected to the TS pin. Is this correct?

We are starting to see an issue in production where the bq24171 battery charger will continuously cycle up and down (i.e. Blink) at approximately 1 sec - 1/2 sec as soon as the external battery charger is plugged in. Table 3 in the datasheets lists the reasons the STAT pin will blink under the following conditions:

Charge suspend

Input overvoltage - Have verified this is not the cause

Battery overvoltage - Have verified this is not the cause

Timer fault

Battery absent

Is the Battery absent condition caused by not sensing a within range voltage on the TS pin? (This could be caused by an open connection on the battery pack NTC lead)

I was able to create the symptom by cutting the NTC lead on our battery pack. If if jumper the NTC leads together, the Blinking stops, If I open it up, it starts blinking again.

How can I test to see if this is being caused by a Charge suspend or Timer fault issue? Is there anything else I should be investigating?
