BQ2970: 0-V Charging

The BQ2970 datasheet is not clear regarding 0-V Charging Functions Enabled and 0-V Charging Inhibit Function.

I have read the following forum post where someone else had the same issue, the thread only concluded that the wording in the datasheet was confusing:  http://e2e.ti.com/support/power-management/f/196/t/643241

I have the following questions:

1: What is the difference between the 0-V Charging Functions Enabled and 0-V Charging Inhibit Functions in plain English (please do not copy/paste the data sheet)?

2: Is it possible to turn on/off/configure the 0-V charging function?  

3: If the answer to above is yes, exactly how do I turn on/off/configure?

    1. This naming convention is kind of a misnomer. We use it because it is the industry standard. 0-V charging inhibit will not charge a battery below 0.7V. This is for safety, because a battery below 0.7V likely has an internal short or something going wrong. 0-V charge enable is the feature that allows a battery to charge when it is below 2V. So essentially, the battery will be charged if the voltage is between 0.7V-2V.
    2. It is possible to disable this feature, but it requires a new configuration of the device. 
    3. See 2. It would require TI to basically create a new device.
