Can the TPS56428 be used in an inverting buck/boost configuration?

Ideally the specs would be +15Vin, -15Vout, at 1A output.

Nick,

Yes it can be used for inverting buck-boost, but not for your application. Vin - (-Vout) must be less than 18 V. Your case: 15 - (-15) = 30 V.
