BQ24616: BQ24616 Stopping charging query

BQ24616 Charging input 24V, output 16.8V (4S2P), charging current 3A, pre-charge and terminate current is 300mA.
1: VFB voltage is unstable, no load 2.08V to 2.1V transition, output demand is 16.8V, most actual measured 16.4V , 0.4V difference,  voltage divider resistor of 910K, 130K, 1% accuracy.
2. During charge, the chip is turned off directly. The input current (DC power supply) is not very stable. Too far from the battery interface, and then move the capacitor to the battery, it stopped for a few minutes loner than before the change, but it will eventually stop charging at 15V.
stat1 and stat2 are all off, exclude the temperature (there is no heat sink at the beginning, the temperature can reach 90 °, and the temperature is stabilized below 70 ° after adding a cooling pad), the charging protection time is 0.056uF.
3: Try to change the charging current to 2A. It can be charged normally and does not stop and outputs 16.6V. However, the charging stops at 16.3V and the current is 0mA. Unplug the battery 16.6V. But the charging is stopped if the set voltage is 16.4V.
