BQ27542-G1: FCC and RM value are abnormal

Dear TI experts,
Would you help me to check why these two register value will be zero? This product was manufactured in 2017 and return in 2019/09. It's application for E-Bike battery pack and it can exchangeable by user. When the battery SOC% is low then exchange it to get 100% battery pack.

    This is a pretty broad question with no real detail. Max Remcap is locked to FCC so if FCC is 0 Remcap will be as well. The most common reasons i have seen FCC be 0 is

    1) Voltage at charge termination learned very low

    2) Termination Voltage is set too high (multicell application)

    3) Incorrect chemID with very high impedance 

    4) Very low temperature.
