This information is provided in the datasheet in table 7.4 http://www.ti.com/lit/ds/symlink/tps3808.pdf
Theta Jc (bottom): is not applicable for SOT23 package since there is no thermal pad, and 7.3 C/W for WSON package
Theta Ja = 180.9 C/W for SOT23 package and 178.1 C/W for WSON
Tj abs max = 150 C.
Note Tj = Ta due to the low power dissipation for this device

No. The reliability Tjmax is the recommended operating max temperature at which we guarantee reliability. The recommended operating max temp is 125C.
As noted by note #1 under table 7.1, Stresses beyond those listed under Absolute Maximum Ratings may cause permanent damage to the device. These are stress ratings only, which do not imply functional operation of the device at these or any other conditions beyond those indicated under Recommended Operating Conditions. Exposure to absolute-maximum-rated conditions for extended periods may affect device reliability.
