Hi Andrew,
The BQ76940 does not have a charger detect feature. It does have the load detect comparator, but that may not be effective for detecting a charger since it only works when CHG is off and with CHG off CHG will pull down on the PACK- pin and provide a voltage much like a charger would. If the system normally loads the PACK terminals and the charger overcomes that load causing LOAD_PRESENT to go low it would work as a charger detect, but you will likely need an external circuit.
The BQ76940 does not have a feature to wake from idle with charger detection. If the part is in ship mode, see the application note http://www.ti.com/lit/pdf/slua769 .
Once the BQ76940 is on, it is under the control of the MCU, an external circuit would need to signal the MCU which would control the BQ76940.
