In this document, Condition to measure of Iq is "no-load" and "non-switching", and "non-switching" means that no power switch in the IC is on.

Could you explain this meaning?

Is "no power switch in the IC is on" meaning that input voltage is not turned on?

And, documents said  "Iq comes from Vin and Vout", but the condition of Iq is "no-load"

"no-load" means that Vout is not connected with nothing, then how the Iq can flow from Vout?
