1: No, you must also use BIN
2: The gauge must always be powered through BAT.
If you remove a battery (while the gauge is still powered through another supply on BAT), the gauge will detect this (if your design follows the example in the datasheet) because the pull-down on BIN is removed (this pull-down is part of the removable battery) and the logic level on BIN changes from 0 to 1.
Therefore you will need a third pin (resistor that will connect to BIN) together with PACK+ and PACK- to detect insertion/removal.
