If customer apply any voltage to INA/INB before VDD  applied.

Does this cause any problem to this IC?

    Hi

    Applying voltage on INA/INB before VDD will not cause any problem to the IC as long as voltage at INA and INB are within the operating max range. 

    Expected output will come only after startup + TD time once you power up the VDD above it's VDD_min for the IC.
