TPS630242: TPS630242 Design Not Getting Up To 3.3V Output

Hi All,

I have a rather simple TPS630242 design, but the output is not getting up to 3.3V. The design was built and tested in WEBENCH prior to fabrication. However, when testing the fabricated design, with no load attached and a 5V input, the output only gets up to 0.06V and draws ~0.25A. When the input voltage is decreased, the output voltage decreases as well and the current draw increases. A copy of the schematic is shown below.

Due to this component being a BGA, it's rather difficult to debug. I've checked component orientation and it was assembled correctly on the PCB. Does anyone have any ideas what might be going on? Any suggestions are appreciated. I can provide screen captures of the layout as well.
