TPS61178: can not heavy load boot

Dear Sir/Ms.

The customer made a board with TPS61178.
Input 12V, output 13V.
The input end is connected to the power first, and the output end is connected to the load.
The output voltage is normal.
 
The output is connected to the load first, and the input is connected to the power supply.
The output voltage will look like the attached picture.

From the drawings, I feel that the output is protected. Constantly in Re-try.
1. My advice to clients is that the standard tuning is to adjust the SS.
The TPS61178 does not have an SS PIN, and a capacitor can be connected to the EN PIN.
2. Zoom in on I Limit.
3. Change the output capacitor.

The customer did the following experiment based on my suggestion
1. Tried to adjust the capacitance of EN Pin
     Nothing improved
 
2. I Limit is currently 59K
     According to the formula, it should be about 12A.
     Load should not exceed 1A at present
 
3. The current input and output are 47uF
      The same happens when unplugged
 
Load is customer's pattern gen
The current architecture is TPS61178-> BQ24133-> Lithium battery & pattern gen
During the test, only the pattern gen was connected, and no lithium battery was connected.

Can give some advice, or what information do you need, I can ask the customer.
