I have a solar panel with an output voltage of 0.6 volt and 600 ma output. The max input current of the BQ25505 can only handle 285 ma of input current. Is there a harverster chip that can handle the higher input current?

Unfortunately no. You could try parallel connecting multiple BQ25505 but their MPP circuits will likely interfere with each other. Alternatively, you can built a two chip harvester using a boost converter and op amp as explained in the appnote below:
