Which specific files are you having difficulty with?
The .LIB files included in the TPS65251 PSpice Transient Model and the TPS65251 TINA-TI Transient Spice Model. I have just opened the TINA-TI Transient Reference Design and that seems to function well enough though.

Can you tell me the model names? There are 6 different ones here:

Those files open properly for me. If you are using LT spice, the TI models may not be compatible (for obvious reasons). I would suggest you use the reference designs and modify them for your purpose rather than the base LIB models.
