TPS63051: Buck-Boost is ringing and heating up

When I supply 3.7V to my buck-boost circuit the chip or the inductor starts ringing and the top of the chip starts to get very hot. The output of the circuit when i read it with a DMM is 0V. This is all done with no loading on the buck-boost. Here is the Schematic of the circuit.

 Do you know why this would be happening?
