Hi Hayashi-san,
In the datasheet tables, OFF indicates that the open-drain transistor is turned off and therefore pulled "high" to the pull up voltage. ON indicates that the open drain transistor is on pulling the pin "low" to GND.
Having both STAT1 and STAT2 ON (low) is not a valid state.
Take /CE high is considered charge suspend so both STAT1 and STAT2 will be OFF (high). When /CE is taken low, STAT1 turns ON (low).

The description in the red frame states that both STAT1 and STAT2 are High.
What is this state ?

Hi Hayashi-san,
STATx high is OFF. STAT1=STAT2=OFF is valid and, in the case above, is charge suspended.
