"Can we provide 12V at the input of bq24210 for charging the Lipo Battery?" -- Bill J - Yes, BUT the unit has input Over Voltage Protection (OVP) at 7V and will turn off output, voltage can increase to 20V without damage.
If you need to operate at 12V take a look at BQ24010 it can operate up to 16.5 with absolute max of 18V. BUT this is a linear regulator and power dissipation on the device will be Voltage Drop * Current. Higher the voltage drop the higher the power dissipation. To reduce power dissipation look at reducing current, fast charge current to battery.
