Hi Hayashi-san,
Based on the timer fault recovery methods as explained in the datasheet, there is no problem with setting /CE low. As the battery discharges below recharge threshold, the timer is reset. However, I recommend having the ability to toggle /CE on all of our chargers since it resets the charge cycle (and in this part's case, the entire state machine).
I suggest confirming with the battery manufacturer as to whether pulse charging the battery at a specific frequency is required for your application. If so, then the MCU would need to control the /CE pin.
