TPS563209: Power consumption at no load condition

Dear experts,

My customer is testing TPS563209, but find when switching at no load condition, the input current is mA level and too high for them. Is it normal for this device since it seems that no PFM mode?

Or could you help to recommend another pin to pin device for them? They need Vin=10V,  Vo=4.6V, Io=3A, and the power consumption need uA level when operating at load.
