The above circuit should get you what you want. When the adapter is present, the PMOS will be OFF and SYSOFF will be connected to GPIO pin on the microcontroller. When the adapter is absent and only battery is available, the FET will be ON and SYSOFF will be connected to GND.
Why do you need control of the SYSOFF pin? If you do not need any control of the SYSOFF pin, you may connect it directly to VSS or GND.

This is a battery operated hand held Unit, when it is being shipped we do not want battery to be drained.
We thought of controlling the battery charge and discharge through SYSOFF instead of other options.

That's a great application for the SYSOFF pin. Does my suggested solution help answer your question?

SySOFF is supposed to be controlled through GPIO not External Vin. The reason is in cases where Raw Power is off and system is switched and upon switch on through Battery GPIO will not be able to pull it low till boot up and initialisation happens.
Hope a larger problem of controlling SySOFF is seen as it goes to high impedance state internally.
