"What is bias voltage on TS pin?"--The BQ25101 and other devices in the family use a 10uA current source to drive the TS pin and develop a voltage. This voltage is measured internally at the TS pin and compared with voltage that correspond to temps. See data sheet Page 7 electrical specifications "Battery-Pack NTC Monitor" also section 8.3.8.
"How does it affect the charging performance?" -- The BQ25101 will support JEITA and adjust charging with battery temp thru TS, see data sheet Figure 20.
"How does it affect external system load that the chip is used to power?" -- The system load would be connected to OUT / Battery and they would follow the Battery.
