BQ24610: BQ24610 charge question in debugging

When using BQ24610 charge 4-cell battery(16.4V rated), I have two questions.

1. The lowest voltage that can fully charge the battery(need to consider the tolerance between devices)

2. I set the charge voltage as 16.38V, when there is not battery and the IC is work, the charge voltage drop from 16.38V to 15V in short time and recover to 16.38V, this process occurs repeatedly. Is this normal?

Does this make effect to the charge process?

    1.    Generally it is recommended to charge to maximum charge regulation voltage, so that battery has maximum run time when adapter is disconnected. Undercharging a Li-ion battery will reduce run time but will actually prolong battery life, so there is a tradeoff that the engineer should consider. This is best to check with battery manufacturer. With BQ24610 set the charge regulation voltage with resistor divider between Battery and VFB, and between VFB and GND according to EQ1 in the BQ24610 datasheet
    2. You are describing the functionality of the battery absent feature present in BQ24610. This is intended feature that is normal, and is described in a flowchart. You can refer to section 9.3.23 Battery Detection of the datasheet.
