TPS5430: TPS5430 Low drop-out operation

My customer is asking the solution for TPS5430 in low drop out operation. They understand the maximum duty cycle is 87%. Do you know when VIN=12V, if also sets VOUT to 12V, how VOUT will behave to? Please confirm two scenarios:

• VOUT=12V*87%=10.4V;
• VOUT=0V
