TPS7A8300: Capacitor for BIAS pin to GND

As shown in Figure 51 of datasheet of TPS7A8300, could you please confirm that the capacitor for BIAS pin of TPS7A8300 to GND is not required if the the input voltage of TPS7A8300 is higher than 1.4V?
