LM2670: why is the curent limited , auto shutdown / fold back ?

I intend to use the LM2670 for a buck converter design  Vin = 26 to 34V   Vout fixed 12V    I =  3A

when I vary the input voltage  on a fixed load, the current rises normally, then is limited to 300mA to 500mA , the more I raised the input voltage the more the current drops. 

I tried various inductors  , it does not change anything,   I also measure with a scope the output current , I do not see very high ripple  .

basically I cannot ouput current in a 2-3Amps region ,        I think the IC protects itself  , by limiting the current 

please let me know how to overcome this  ?
