Is there any solution to inhibit charging to zero volt cell while charger detection feature is available.
At the moment, the CHG FET is enabled immediately if charger is detected under UVP condition.

Yes. In "pre qualification " stage of charging algorithm you can force charger to work under short- circuit condition for some time. Set "pre qualification" timer on 10-30 seconds and check for output voltage positive slope. Current limit should be on 1/10 of charging current.
When controller ( analog or digital) detect positive slop, charing process will follow charging algorithm.
If you give me more details about battery chemistry (or super- cap capacity), type of charger ( micro- controlled or analog and hardware ) I can give you more specific solution.
