BQ25570EVM-206: bq25570 issue

I am confused about whether I supply ‘bq25570evm’ with power or voltage. I’ve tried to operate the ‘bq25570evm’ after I charged VSTOR to supply voltage to a socket of VIN_DC with a power supply.
However, the VSTOR’s value didn’t change, even though I increased the voltage of the socket VIN_DC.
Therefore, I would like to know what exactly I should do to operate the ‘bq25570evm.’ There are lots of issues that I don’t understand with just the datasheet.
Thus, I want to know that I should supply the socket of VIN_DC with current, using a source meter, as well as the power supply, if I have to supply the ‘bq25570evm’ with power to operate it the rather than voltage.

And if I insert input voltage into VIN_DC terminal, I want to know if VSTOR is charging voltage according to VIN_DC.

    If the voltage on VIN_DC is higher than VBAT_OV the charger turns on an internal FET to ground to pull down the voltage of the high impedance source.  This is a protection to prevent battery overvoltage.  If you had a low impedance power supply connected to VIN_DC and that FET turned on, it is possible that you damaged the IC.
