Can we use the flyback controllers like UCC2870X for UCC2874X to achieved the specs below?

Vin= 12-36V

Iout =100-120mA

Vout= 24V or +/- 12V

Opto/isolated

Price(max)=1.5$

UCC2874x and UCC2870x VDD turn on threshold typical 21 to 23V so when Vin < 23V, these IC cannot start. Then they cannot be used in your application if you want to power on < 23V.
