SENC file instead of DFI file

In slua372r it's stated:

The firmware required to support the various chemistries is identical, and therefore, no firmware upgrades

are required when programming new chemistries into the data-flash (DF) memory of the corresponding

Then why we should to use *.senc files to update Chemistry ID but not *.dfi file?
