Can I use the TPS62745 to generate a negative rail while retaining very low Iq...?

i.e. As in the normal topology:

1. Input rail is +5volt.

2. Set the voltage selection to 2.1volts

3. Tie the output to 0V

4. Use verything that was conventionally tied to ground as the negative output rail. Output rail will be -2.1volts...?

Yes you can do that. It may help to include a small bypass capacitor from Vin to the system ground as well as the normal bypass capacitor from Vin to the IC ground (minus Vout). Here is a useful application note:
