TL494: The loop gain of TL494

The picture is a part of TL494 datasheet.

Q1:

Must the gain be 101 to keep the loop stable?

Q2:

I think 101=R7/R5+1.

But according Thevenin's theorem, the internal resistance of reference voltage is R3//R4 = 5.1kΩ//5.1kΩ=2.05kΩ. So I think the loop gain shoule be R7/(R5+(R3//R4)) = 51kΩ/(510Ω+2.05kΩ) = 19.9. 

Which equation is correct? And why?
