I need to design a Li-Ion Battery protection (4S) without gas guage function. Is this IC (BQ29330) can be used alone without a gas guage function?
If this can be done, how to program the IC without the BQ20Z40 IC inside the circuit?

Yes. I am doing so now. But you have to beware. Limited or no tools. You need to supply logic level 32Khz signal and talk to it to setup all parameters. Also, the 330 only does OC and SC protect. You have to supply all the rest including cell balancing (software). So there is some work but is a great little chip.

Wait, that means that there I cant just turn ballancing on via I2C and let it work, I have to check the voltages via microcontroler and via same microcnotroler send instructions to e.g. open bypass fet on cell 3?
if that is so it is not big deal but it is kind of annoying
