BQ28Z610: Learning cycle necessity

Hi;

I am using bq28z610 in my design that's configuration is 1S2P, 3.6V, total 6800 mAh capacity. I am using EV2400 and bqStudio 1.3.86 to configure and monitor the BMS. I can configure and monitor all parameters, no issue. But RSOC value is always %100 and doesn't change in any condition. I charged and discharged the battery but no change in RSOC. Is it obligatory to complete a learning cycle as described in SLUA777

And one more question is, when I complete learning cycle in one battery, how can I configure other batteries? I think, I don't have to complete learning cycle for each batteries in mass production.
