The BQ7790518 is use for LiFePO4, DSG will have a step of 27mS when it is turn on. However there is no such problem in lion , I used the same board with the same parameters.

I do not know a reason for the different observation. LiFePO4 cells will operate at a lower voltage, perhaps at a lower voltage they take more time for the DSG output to come into regulation.
The BQ7790518 has a 4.25V over voltage threshold which is not well suited to LiFePO4, but once the part has decided to turn on DSG it should turn on in the same manner. All the part will know is the voltage and current capability of the cells.
