Under what conditions does the BQ25155 read its registers and react to a change? I did a test by changing the fast-charge current on the fly and the current changed immediately, but is this always the case and for all registers?

Yes. The BQ25155 reacts to change once written through I2C unless the function is gated by other parameters. For example, if the shipmode command is written while VIN is plugged in, the device will wait for VIN to be removed before the command is executed.
