My customer design with BQ25713 to charge single cell. Now cell voltage 4.06V,VSYS is 3.9V.

DC source is 6.8V/5A
When VSYS current is less than 2A, and the battery is used for power supply, plugin the DC power, and VSYS will not power down.
When VSYS load current greater than 2.3A, and the battery is used for power supply, plugin the DC powe, VSYS will be powered down, cause the system to shut down.
Measure the control signal BATDRV_N of BATFET and the drive signal HIDUV1 of BUCK high MOS tube. When DC power is connected, BATDRV_N outputs a high-level pulse before HIDUV1 4.7ms, causing VSYS to have no previous power supply during this period, so it appears Power failure.
