If you are concerned about EMI or noise, the size of the overall solution, component height, or complexity of the design and the effort it takes to design it, then you would select a linear regulator.
If you are concerned about the thermal dissipation, long term reliability, or you have a custom specification which requires a custom compensation and solution, then you would choose a buck converter.
