PRE charge FET control

I have a board designed for a 6S2P LiFePo4 that we have reconfigured to be a 5S2P by linking cell5 to my cell 6 TOS line.  Running FW5000, Chem file 401.  Everything seems to be working well overall however, during normal operation regardless of my system voltage the PRE FET remains closed (green light on the BQwizard- nomenclature has been inconsistent with OPEN/Closed/Active/ineactive/etc.. throughout the documentation so this seems easiest to describe) regardless of pack voltage.  I have a very narrow pre-charge range set.

I have a very low Pre-Charge threshold of 2400mV with a recovery of 2500mV set (these are supposed to be min cell voltages, correct?).  My pack has a discharge completion of 13100mV and a FC of 18250mV.  My question is why is my P-FET remaining active even when my pack voltage is 16100mV?  What am I missing?  Safety conditions (such as OCC2 or HOCC saftey events open all fets as intended so I know the control works).
