Can TPS62133 (5V fixed output) provide a regulated output when the input voltage is 5V? What would be the approximate output voltage considering the drop across mosfet and inductor?

Yes, the TPS62133 supports 100% duty cycle mode so it should be able to deliver close to 5V at the output with 5V input. Approximate Vout = Vin - Iout*(Rdson + DCR) where Rdson is the high-side FET on-resistance and DCR is inductor DCR. Please check datasheet section 8.4.3 for 100% duty cycle operation section.
