Is this device rugged enough to withstand a 24V car enviroment, with all the surges associated with starter motors etc or will it need additional protection.

This device has an absolute maximum voltage rating of 70V. As long as the input transient voltage "spikes" are kept below this level, no additional protection is recommended.
