TPS563209: high power consumption at no load

Dear expert,

My customer is using TPS563209DDCR, 8.7Vin and 5Vout. However they found at no load(still 5Vout), the power consumption is too high for them, 8.7V*13.4mA. 

I checked TPS563209, it seems that it didn't support high efficiency at light load. Do we have pin to pin device that support high efficiency at no load? Thanks.
