A voltage between the logic high and low levels will not lock the device and could be read as either a high or a low.

Thank you for giving the background of your question. If you want, I can check your circuit to see if some small redesign is possible to avoid the case where EN drops so much.
The TPS82085 is very different internally from the TPS54325 in the other thread. That behavior should not happen.
If EN drops to 0.8V, the device may turn off. Or it may keep running.
