Hi Sawamoto,
For the TPS63070, PS/SYNC pin works in this way: Pull to low for forced PWM, pull high for PWM/PFM (power save) mode. Apply a clock signal to synchronize to an external frequency.

In the external synchronize mode, which should be the pin pulled when the external input is stopped and becomes HIZ state?
Should we need to add an external pull down if we'd like to set it FPWM on the HIZ state?

Thanks for the update.
Do you mean the TPS63070 is still working in the HIZ state? if it is, you can add an external pull down to set it in the FPWM mode in HIZ state.
