From your register window, it looks like the [IN] bit (Charge Inhibit) is high which indicates that the device temperature is outside of the allowed range for charging. You should check the temperature settings. Specifically, check these data flash parameters to see why this might be happening:
Charge Inhibit/Charge Suspend Low Temp
Charge Inhibit High Temp
Temperature Enable
Temperature Mode
It is also good to run calibration on the temperature measurements to make sure they are accurate.
