Customer is using the BQ24130 for an intrinsically safe application. The BAT sense line of the charger is connected to the battery pack. This is required to compensate for the forward drops of 3 series diodes which are present inside the battery pack for intrinsic safety reasons. When the battery pack is pulled out and the charger is still enabled, the sense pin is left floating and the charger output can be unregulated.
The data sheet states "Internally, the BAT pin has 717 kΩ to AGND".
